Virginia is the largest data center market in the world, concentrated in Loudoun, Prince William, and Fairfax counties. The scale of the build-out has made the Commonwealth the center of both the industry and the response to it.
The law here
In December 2024 the state watchdog JLARC issued a report on data center impacts. In 2025, lawmakers advanced measures requiring localities to study effects on groundwater, schools, and neighborhoods, and counties tightened zoning, including Loudoun County moving toward special-exception review in Ashburn's Data Center Alley. In 2026, the General Assembly debated the sales and use tax exemption along with bills on water reporting, air permitting, and siting.
